The Social Classification is defined as a small residential dwelling, including rental homes and apartments,
which consume energy of an average 60 kilowatt hours (kWh) or less monthly, solely for domestic use.

Re-classification from Residential to Social is determined on a bi-annual basis and applies to customers
with a single electricity account whose previous average 6-month consumption does not exceed 60 kWh.

Re-classification from Social to Residential is determined on a bi-annual basis and applies to customers
with a single electricity account whose 6-month consumption average is greater than 60 kWh.
The Residential Classification is defined as household dwelling not classified as Social, which consume energy
solely for domestic use. Apartments, condominiums, rental homes, timeshare, Co-Ops and associations included,
provided they are being used as household dwellings.

Re-classification from Residential to Social is determined on a bi-annual basis where the previous 6-month
consumption average does not exceed 60 kWh.  Not applicable for customers with more than one account.
Social Customers
Residential Customers
The Commercial 1 Classification is defined as non-manufacturing business establishments, including but not
limited to offices, hotels, resorts, motel, bed & breakfasts, boarding houses, restaurants, wholesale businesses,
retail stores/shops, places of worship, data and call centers, government and quasi-government, metals and
machinery, chemicals and food manufacturing/sales and health social and educational institutions.

BEL classifies Commercial 1 service as all non-manufacturing business establishments whose average monthly
consumption does not exceed 2500 kWh.  Classification is determined on a bi-annual basis where the previous
6-month consumption average is up to 2500 kWh.
Commercial 1 Customers
The Commercial II Classification is defined as high consumption Commercial and manufacturing business
establishments, including but not limited to large hotels or resorts, water suppliers, oil  companies, industrial
refrigeration, large block factories, food and farming processors including dairy producers, aquaculture and utilities.

BEL classifies Commercial II service as all high consumption commercial and manufacturing business
establishments whose average monthly consumption is greater than 2500 kWh. Classification is determined on a
bi-annual basis where 6-month consumption average is greater than 2500 kWh.
Commercial 2 Customers
The Industrial Classification is defined as manufacturing, construction, mining, agriculture, fishing and
forestry establishments or those industries in the International Standard Industrial Classification (ISIC)
Codes where energy is provided at any BEL standard primary distribution/transmission voltage. Customers are
afforded an Industrial rate if they are prepared to invest in the interconnection infrastructure to the primary
distribution system and meet the consumption and the capacity requirements.

Industrial Classification is determined on a bi-annual basis, based on the previous 6-month consumption average.
Industrial 1 & Industrial 2 Customers

BEL automatically assesses and classifies electricity accounts every 6 months, which may result in reclassification. Classification is based on how
electricity is used at the various premises. Customers may request to be assessed.
